Information on the ECCE and CCSS Returns in January 2010.
Pre-school and Childcare Services participating in the ECCE and CCSS schemes are to make their service returns for 2010 in the period 11-22 January. Packs will be sent to services over the holiday period, which include Parent Declaration forms that will be required to collect the information required to complete this electronic return. The Group ID and password will be on the Service Declaration you will receive by post.

One of the criteria for entry into the ECCE Scheme is to submit a fee payment policy to the county childcare committee. Frequently asked questions on the fee payment policy is available here.
All childcare services who enter into the free pre school year must sign a contract.
Pre-school year Leaders must hold a certification for a major award in childcare/early education at a minimum of level 5 on the National Framework of Qualifications of Ireland (NFQ) or an equivalent nationally recognised qualification or a higher award in the childcare/early education field. During the first 2 full years of the scheme, the qualification requirement will be considered to be met where a person can demonstrate that he or she has achieved a certification for an award in ECCE that includes significant content covering the core knowledge areas, child development, early learning, health and welfare and has at least 2 years experience of working in a position of responsibility with children in the 0-6 age range. In 2010, childcare service participating in the Early Childhood care and Education Scheme will be subject to an on site compliance visit by POBAL on behalf of the office of the Minister for Children and Youth affairs (OMCYA). This will involve a compliance visit to approximately 4000 service throughout the county.

Where a parent wishes to enrol a child at a service after the pre-school year has started and electronic returns have been completed, and has not availed of the Free pre school Year in ECCE they must complete a parent declaration form (download form www.dohc.ie/ccss) and Part B &C of the transfer form and send it into the Office of the Minister for Children and Youth Affairs (OMCYA).

Where a parent wishes to transfer to a new service s/he must complete a parent declaration form (download form www.dohc.ie/ccss) and a transfer form which must be signed by the service their child will be attending and (where applicable) the service they previously attended.
Please note that capitation fees will commence from the start of the following term, and will not be back-dated. If the child attended another service in the previous term, that service will not receive capitation for the child in the following term. You must forward the information back to the OMYCA asap or before the 1st week in March for the April payment or for the 50 week service by the first week in June for the July payment.
